Inspection Expertise Built on Engineering Insight

We utilize the latest technologies and equipment to perform inspections and report findings clearly and accurately—providing the structured, documented assessment needed to determine whether facilities are functioning as designed and whether maintenance is required. With direct access to the engineering team at MacKay—the firm that designs and writes maintenance plans for many of these systems—Riparia brings a depth of technical understanding that goes well beyond industry standard.

Who This Is For

  • Industrial and commercial facilities with stormwater permits that require quarterly or annual inspections of stormwater infrastructure as a condition of O&M requirements and permit compliance, and need a certified stormwater partner to perform and document those inspections on schedule.

  • HOAs and property managers who want proactive stormwater monitoring, SWPPP inspection, and review of critical assets to identify maintenance needs before they become compliance issues or costly corrective actions.

  • Construction sites operating under a stormwater permit that need routine site inspections to confirm Best Management Practices (BMPs) are properly installed, assets are functioning as required, and that stormwater discharges are meeting turbidity and other pollutant benchmarks.

What To Expect

Riparia’s inspection services are thorough, well-documented, and tailored to the specific regulatory requirements and design standards of your facility. Before any field work begins, we review your site documentation so our staff arrives with a clear understanding of what they’re inspecting and the specific details of your site and infrastructure. Each inspection engagement typically includes:

  • Review of as-builts and development documents to understand facility type, design intent, and applicable standards
  • Identification of site-specific inspection requirements, including permit-driven inspection frequency, format, and reporting standards
  • Field inspection of stormwater assets against applicable compliance criteria and OEM or jurisdictional maintenance indicators
  • Analytical testing and lab report where stormwater sampling is required for permit compliance
  • Written inspection report documenting findings, observations, and facility condition
  • Maintenance recommendations identifying deficiencies and the corrective actions needed to bring the facility back into standard and/or compliance

How We Work

  • 1. Document Review

Before visiting your site, we review relevant development documents—plan sets, as-builts, O&M manuals, and permit conditions—to understand the facility type, design, and the specific inspection standards that apply.

  • 2. Review of Applicable Standards

We identify the specific compliance criteria governing your inspection—whether that’s a jurisdiction-specific maintenance standard, a permit-driven inspection frequency, a prescribed reporting format, or OEM maintenance indicators for proprietary treatment devices.

  • 3. Staff Briefing & Site Preparation

Before mobilizing, we ensure all inspection staff are fully briefed on the site’s specific inspection needs, access requirements, safety considerations, and documentation requirements.

  • 4. Perform the Inspection

Our team conducts the field inspection, assessing each stormwater asset against the applicable compliance criteria, documenting observations, collecting samples where required, and noting any deficiencies or conditions warranting maintenance attention.

  • 5. Submit Inspection Report & Recommendations

Following the inspection, we prepare and deliver a complete inspection report with findings, photos, and maintenance recommendations—formatted to meet your permit or O&M requirements and ready for submittal to your regulatory agency if needed.

Why Stormwater Inspection & Monitoring Matters

Most stormwater permits and operations and maintenance agreements include explicit inspection requirements, making regular inspection not just good practice but a legal obligation for many property owners and operators. Beyond compliance, a consistent inspection program is one of the most cost-effective tools available for protecting stormwater infrastructure over the long-term.

Regulatory Compliance

Routine inspection is a standard requirement under virtually every stormwater permit and O&M agreement. Demonstrating consistent, documented compliance through a well-maintained inspection record is the most straightforward defense against regulatory scrutiny and enforcement action.

Early Problem Identification

Stormwater facilities develop maintenance needs over time—sediment accumulates, vegetation shifts, structures deteriorate, and components wear. Catching these issues during a routine inspection, when they’re minor and inexpensive to address, is far preferable to discovering them during a regulatory audit or after a system failure.

Proactive Rather Than Reactive Management

A regular inspection program can protect against reactive, time-critical, and costly corrective action. Facilities that are inspected consistently get maintained at the right time, extending asset lifespan and avoiding the kind of deferred maintenance that leads to expensive rehabilitation or replacement.

Signature Project

Cascade Natural Gas, Anacortes Pipeline — Skagit County, Washington

Cascade Natural Gas replaced approximately 6 miles of aging pipeline in Skagit County, Washington, to improve system reliability and meet growing demand in the Anacortes area. The project included the installation of a new 20-inch high-pressure pipeline (500 psi MAOP) along a corridor that traversed wetlands, agricultural lands, rail crossings, and other sensitive environmental resources, requiring careful attention to regulatory compliance during construction.

Construction within these environmentally sensitive areas presented a unique challenge, balancing progress with strict adherence to federal, state, and local permit conditions. Protecting critical habitats while maintaining an efficient construction schedule was essential to the project’s success.

Riparia, in coordination with MacKay, supported the project by providing on-site environmental compliance (SWPPP / CESCL) monitoring for the duration of the pipeline installation. This collaborative effort combined Riparia’s field-based expertise with MacKay’s broader project delivery and permitting support. Together, the team provided real-time guidance to ensure adherence to permit requirements and environmental standards, followed by post-construction inspections to verify compliance and confirm that all work met regulatory expectations.

Through consistent field oversight and close collaboration, the team helped minimize environmental risk while keeping the project on track for an early 2026 in-service date. The completed pipeline enhanced long-term system reliability for the Anacortes region, supporting both existing customers and future growth.

Specific Tasks Included: Water Quality Sampling, BMP Monitoring, CESCL Inspection, Turbidity Monitoring, pH Sampling, Soil Sampling, Soil Compaction Monitoring, Land Liason Consulting, Coordination with Regulatory Agencies, Permit Tracking & Notification Compliance
